Submission on Draft IHACPA Work Program 2026–27
AHPA responds to Independent Hospital and Aged Care Pricing Authority (IHACPA) on the Draft IHACPA Work Program 2026-27.
AHPA argues that to properly fund the allied health care older people actually need, IHACPA’s Work Program must address the key issues for allied health costing and pricing discussed in our previous submissions. We detail how this approach is consistent with the Commonwealth Government’s commitment to 100% fund clinical care of older people, the new strengthened Aged Care Quality Standards, and the Aged Care Rules.
We recommend that IHACPA:
model the impact on residential and home-based aged care costing and pricing if allied health services were to be provided on the basis of consistently assessed needs
recommend to the Commonwealth Government that a pilot study be funded to capture appropriate data examining the real cost of allied health care per AN-ACC class
work with the Commonwealth Government to adjust the AN-ACC pricing framework to reflect the costs of providing allied health services based on individually assessed allied health needs.
